For more than five decades, Wayne County Executive Warren C. Evans has dedicated his life to public service, building a legacy defined by leadership, integrity, and a commitment to the people of Wayne County. In recognition of his extraordinary contributions and transformative impact, the Michigan Chronicle is proud to present Evans with the 2026 Men of Excellence O’Neal D. Swanson Lifetime Achievement Award.
Throughout his distinguished career, Evans has served in numerous leadership roles—as an attorney, law enforcement executive, public administrator, and elected official. Yet perhaps no chapter has been more impactful than his tenure as Wayne County Executive.
When Evans assumed office in 2015, Wayne County faced one of the most difficult financial periods in its history. The county was burdened with significant deficits, mounting liabilities, and uncertainty about its future. Rather than accept decline, Evans embraced the challenge.
Under his leadership, Wayne County experienced one of the most remarkable financial turnarounds in Michigan government. He eliminated structural and accumulated deficits, balanced budgets, strengthened pension funding, and dramatically reduced long-term liabilities. His administration successfully exited state oversight in just 14 months and has since produced ten consecutive balanced budgets and budget surpluses.
Today, Wayne County enjoys an “AA” credit rating and maintains a robust rainy-day fund—an achievement few could have imagined a decade ago.
He has consistently championed initiatives designed to improve the quality of life for residents across Wayne County. From establishing the Indigent Defense Services Department to ensure greater access to justice, to launching the Wayne County Millennial Advisory Council to engage future leaders, Evans has demonstrated a commitment to innovation, inclusion, and opportunity.
Despite his many accomplishments, those who know Evans best often point to his humility, accessibility, and dedication to serving others. Whether addressing complex fiscal challenges, advocating for underserved residents, or mentoring emerging leaders, he has remained focused on one mission: improving lives.
As Wayne County continues to thrive under his leadership, Warren C. Evans stands as a powerful example of what can be achieved through vision, perseverance, and service.
