- Mayor Duggan thanks outgoing CEO for significant performance improvements. COO Jose Reyes to take interim lead at DESC
After six successful years leading the City of Detroit’s workforce agency, Detroit Employment Solutions Corporation President and CEO Pamela Moore is taking what she calls “a dream opportunity,” becoming President of the Detroit Public Schools Foundation.
Moore, a graduate of Cass Tech High School and Wayne State University, will take over her new responsibilities March 28, and will hand control of DESC to current Chief Operating Officer Jose Reyes while a national search for a new CEO takes place.
“It has been a privilege to lead workforce efforts under Mayor Duggan,” said Moore. “Despite all the challenges that remain, the city’s workforce agency is in a much stronger position than it was a few years ago. I’m proud of our accomplishments to date, and I wish the talented team at DESC every success in the future.
“As a DPS graduate, I’m excited to be in a position to support our children.”
“The DESC Board is so grateful to Pamela for her professionalism and her leadership,” said DESC Board Chair Laura Hughes. “Though she will be greatly missed, we understand that this opportunity to make a positive contribution to DPS at such a key time in its history was one she just could not turn down.”
Under Moore’s leadership, the DESC spun off from the City of Detroit in 2012 to become a separate nonprofit, but it is still governed by the Mayor’s Workforce Development Board. Over its first three years as a nonprofit, job placements of Detroit adults through the agency have increased nearly 400%, while costs, processing times and overheads have all seen significant reductions.
“There are 8,000 more Detroiters working now than two years ago,” said Mayor Mike Duggan. “Pam and her team deserve a lot of the credit for that. The good news is that, in her new position, she will continue to play a major role in developing Detroit’s talent pipeline.”
Reyes, who holds a B.A. in sociology and a master’s in social work, both from the University of Michigan, has worked with Moore at the DESC for the last five years and is responsible for the implementation of leading-edge data management systems, as well as the improved internal processes that delivered a 40% reduction in operating costs.
Moore will continue to play an active role in workforce development as she leads efforts to provide youth at DPS schools with the best possible foundation to embark on their career paths.
“The Board of Directors of the DPS Foundation is pleased that Pamela Moore has accepted our invitation to serve as the next president of the Foundation,” said DPS Foundation Board of Directors Chair Jerome Watson. “We believe that she has the knowledge and skills to build upon the foundation laid by Chacona Johnson and Glenda Price before her. Pamela will serve the children of Detroit well as she leads effectively, serves creatively, and ensures positive growth for many years to come.”
