Commonwealth Edison Company (“ComEd”) hereby gives notice to the public that, on May 1, 2026, it filed its annual reconciliation of 2025 delivery service costs with the Illinois Commerce Commission (“ICC” or “Commission”), in accordancewith Section 16.108.18 of the Illinois Public Utilities Act. This filing includes an adjustment to reconcile 2025 rates in effect with actual costs incurred, as well as a performance-based adjustment reflecting ComEd’s performance on the Commission-approved Performance Metrics in 2025. Together, these adjustments, along with applicable carrying costs and other adjustments, comprise the Delivery Adjustment Amount (“DAA”).
The DAA will be applied as an adjustment factor to delivery service rates throughout ComEd’s service territory, beginning with the January 2027 monthly billing period. Based upon actual costs incurred during 2025, including interestand adjustments, the DAA is
$234,307,000. ComEd’s proposed DAA of $234,307,000 includes the Annual Adjustment of $172,435,000, the Performance Adjustment of $24,911,000, and applicable carrying costs and other adjustments of $36,961,000.
For residential customers receiving bundled fixed-price electric service from ComEd, the delivery service charges are only a portion of the total bill. The remaining portion includes the cost of the electricity supply and other services, which are subject to the procurement process established by Section 1-75 of the Illinois Power Agency Act and the provisions of Section 16-
111.5 of the Act and/or to regulation by the Federal Energy Regulatory Commission. Using supply rates, delivery charges, and other charges applicable to the April 2026 billing period, the estimated total bill impacts related to changes to its PerformanceAdjustment and Annual Adjustment under
Rate MRPP are provided herein. Increases are denoted by a + sign, and decreases are denoted by a – sign.
For the DAA of $234,307,000, on average, it impacts residential bills by approximately +$2.97 per month, or a -$0.13 decrease when compared to the prior DAA on customer bills now. When keeping electricitysupply and other charges constant, the estimated increase is
+2.8% of the total bill for only this filing. Total bill impacts for residential customers vary by delivery class and electric usage. For example, on average using the same measurements, the estimated total bill impact for multi-family residential customers without electric space heat, utilizing 345 kilowatt-hours (“kWhs”) per month is +$1.78 per month or +2.9%, or a -$0.08 decrease relative to the current DAA; for single-family residential customers without electric space heat utilizing 719 kWhs per month is +$3.64 per month or +2.9%, or a -$0.14 decrease relative to the current DAA; for multi-family residential customers with electric space heat utilizing 789 kWhs per month, is +$2.16 per month or +2.0%, or a -$0.09 decrease relative to the current DAA; for single-family residential customers with electric space heat, utilizing 1,592 kWh per month, is +$3.89 or +1.9%, or a -$0.16 decrease relative to the current DAA; ComEd does not estimate total bill impacts for residential customers supplied by Retail Electric Suppliers.
The updated delivery service rates for nonresidential customers in the Watt-Hour and Small Load delivery classes (100kilowatts (“kW”) or less of demand), with varying usages, result in an overall average percentage change in the total bill from the DAA of +2.1% and +2.0%, respectively. Nonresidential customers with larger electric loads (greater than 100 kW) have a wide range of electric load characteristics, in addition to electricity supply costs that cannot be reasonably estimated; therefore, the overall effect of the updated delivery service rates on an electric bill for such customers cannot be determined in general.
The updated delivery service rates include ComEd’s updated costs of delivering electricity through its distribution system and apply to all ComEd customers, independent of whether electricity supply is procured and provided by ComEd or by a third party (i.e., a Retail Electric Supplier). These updated rates will take effect beginning with the January 2027 monthly billing period.
A copy of the materials filed with the Commission and supporting data and documents may be inspected by any interested party at ComEd’s office located at Three Lincoln Centre in Oakbrook Terrace, Illinois. In addition, ComEd will place an electronic version of this Public Notice on its Internet website, www.ComEd.com.
Customers are advised that the Commission may alter or amend the rates after hearings held pursuant to Section 16-108.18 of the Act, and may increase or decrease individual rates in amounts other than those requested by ComEd.
All parties interested in this matter may obtain information with respect thereto either directly from ComEd or by addressing the Chief Clerk of the Illinois Commerce Commission located at 527 East Capitol Avenue in Springfield, Illinois62706.
