About National Faith Homebuyers

National Faith Homebuyers (NFH) is a HUD-certified nonprofit housing organization founded in 1996 and headquartered in Detroit. NFH has helped more than 10,000 families achieve financial stability and 7,000+ householdsbecome homeowners through counseling, education, and down payment assistance.

Purpose of This RFP

NFH is seeking qualified consultant(s) to support the development, implementation, and administration of the City of Detroit Down Payment Assistance (DPA) Program, in partnership with the City of Detroit Housing & Revitalization Department (HRD).

NFH intends to select one or multiple consultants, allowing firms to support all or specific components of the program.

Scope of Services (Summary)

Program Design & Refinement

  • DPA guidelines, policies, and workflows
  • Alignment with HUD, CDBG, and CDBG-DR requirements
  • Subsidy layering and affordability standards

Implementation Support

  • Program startup or expansion support
  • Lender coordination and closing workflows
  • Integration with housing counseling systems

Program Administration

  • Intake, eligibility, underwriting, approvals
  • File review and quality control
  • Post-closing compliance tracking

Compliance & Reporting

  • HUD and City compliance oversight
  • Monthly, quarterly, and annual reporting
  • Monitoring and audit readiness

Minimum Qualifications

Respondents must demonstrate:

  • Proven experience with Down Payment Assistance (DPA) programs
  • Detroit-specific housing program experience (strongly preferred)
  • Knowledge of HUD-funded programs (CDBG / CDBG-DR)
  • Minimum 5 years of relevant housing or lending experience
  • Ability to work collaboratively with nonprofits, municipalities, and lenders

Evaluation Emphasis

Proposals will be evaluated using a best-value approach, with significant weighting given to Detroit-specific experience, including:

  • Prior work with City of Detroit housing programs
  • Direct experience administering or designing DPA programs
  • HUD compliance and operational expertise

Contract Structure

  • Initial term: Up to 12 months
  • Extensions may be available
  • One or multiple consultants may be selected
  • Scope and pricing may be negotiated by phase or function
