The award certifies that Hands Across The Water is a “Leader in Supporting and Serving LGBTQ Youth and Families.”

The All Children – All Families Seal of Recognition is awarded to child welfare agencies that meet 10 key “Benchmarks of LGBTQ Cultural Competency” — including client non-discrimination policies and inclusive agency paperwork, staff training and creating an LGBTQ-inclusive agency environment.
HRC Foundation’s All Children – All Families project provides a framework for agencies nationwide to achieve safety, permanency and well-being by improving their practice with LGBTQ youth and families. All Children – All Families promotes LGBTQ cultural competency among child welfare agencies through innovative resources, including an online agency self-assessment tool, comprehensive staff training, free technical assistance and more.
Hands Across The Water (HATW) is a fully-licensed child placing agency. Founded in 1999, HATW originally provided international adoption services. Today, HATW supports families in domestic infant adoption, state adoption, pregnancy counseling, foster care, in-home parent education and behavioral health services.
